An Electrical Fence Certificate of Compliance (COC) is required by law when (A) = transferring ownership of a property and (B) for your existing fencing.
In order to issue a Certificate of Compliance an inspection need to be done to comply with The Code of Practice SANS 10222-3.
A Electrical Fence Certificate of Compliance is valid for two years from the time it was issued.
Every user of an electric fence, as the case may be, shall on request produce the electric fence certificate (COC) for the installation to an inspector on request.

Electric fences are designed to create an electrical circuit when touched by a person or animal. A component called a power energizer converts power into a brief high voltage pulse. One terminal of the power energizer releases an electrical pulse along a connected bare wire about once per second. Another terminal is connected to a metal rod implanted in the earth, called a ground or earth rod. A person or animal touching both the wire and the earth during a pulse will complete an electrical circuit and will conduct the pulse, causing an electric shock.
